%60 of the emulators only record .wav, %40 of the emulators out there are crap.
You can also search on MegaMan fansites. Very effective because the smart ones usually convert the .wav formats into .mp3 formats.
i wonder if you can use some of the tools in VBA to find where the sounds are saved and rip em somehow, a good programmer could make a program to do this i bet.
btw it is highly improbable that you would get nailed for roms/emus, use any search engine and you can find 1000s of sites supporting these things, mostly without needing torrents.
