I think they’d have more of a chance of getting somewhere if it seemed like he knew at all what he was getting into. But he does not.
If you look at his deviantArt page you can tell that he’s 12-13 and wants to do something special.
I have two IPs as part of my subscription and we can’t discount the possibilities of people logging in a friends houses, school etc.
I’m not sure if it makes a difference, but my home computer is hooked up to a wireless router that gets hooked up through my cable company.
And I may of may not have logged in from school. I’m honestly not sure. 
I’ve gotten on from two places, and my IP changes every once and a while, I’ve noticed that.
Which is why it surprises me that someone who seemingly knows a little bit about what they’re doing decided to help him out.
