It causes people to start copy & pasting the same post at multiple forums, and to keep on making idiotic posts and such.

A forumite is someone who uses internet forums. A chronic one is someone who uses them chronically, or obsessively.

Assuming xgmx actually frequents all of those, he is a pretty damn chronic forumite.

Maybe chronic isn’t the right word. But I have a feeling you were having trouble with “forumite” anyway.
