Wrong. You can only use the games with the console they were made for. Or you can use them with an official adapter of some sort. Super Gameboy or GBA Player… if one exist for just that system.
And the device you are talking about exists. Is it used by programmers. And since they are making the games and get the stuff from Nintendo it is ok for them to use it.
And it would be stupid to report all rom users to Nintendo. You could try to report all Nintendo-rom users… but that is just a waste of time.
lol, if you report us we can deny all knowledge, and play stupid, regardless of posts, they cant check our computers or anything by coming to our house or tracing our email and crap.

Anyway, like I said, it’s illegal to download a ROM. However, Nintendo’s license agreement says nothing about getting a ROM from a friend, uploading one from a game cartridge, etc.
